ICE HOUSE 2005 FALL-WINTER ADULT LEAGUE RULES
1.
A 2
minute minor penalty will be assessed for minor penalties.
2.
A
double minor penalty (4 minutes on the clock) will be assessed if an
official feels that an infraction is more severe than a minor
penalty, but does not warrant a major and a game misconduct. Any
penalty can be issued as a double minor.
3.
A
misconduct penalty (10 minutes with nothing on the clock) will be
issued if an individual has done something that requires an
individual to be penalized without penalizing the team. This is an
excellent method to deal with issues such as taunting or behavior
approaching abuse of official. Officials do not have to call a
minor penalty in order to issue a misconduct penalty.
4.
A game
ejection will be assessed to a player whose conduct is deemed
detrimental to the safety of other players or a travesty of the
game. A minor or double minor penalty may or may not be issued with
a game ejection. A game ejection does not entail an additional game
suspension. It is a method by which an individual can be removed
from a game in order to diffuse a potentially dangerous situation.
5.
A major
penalty (5 minutes on the clock) will be assessed for any deliberate
infraction that results in an injury or is determined by an official
to be so violent that a double minor is deemed insufficient.
6.
A game
misconduct will be issued concurrently with any major penalty. A
game misconduct entails a suspension from Ice House league play in
all divisions until the conclusion of the next game played in the
division in which the suspension was issued. If a player plays in
multiple divisions that player may miss multiple games. If you are
suspended on Monday you cannot play on Tuesday.
7.
If a
player is removed from a game that player is not to return to the
arena for any reason. The player is to either remain in the locker
room or leave the building. Failure to comply can only result in
further disciplinary action.
8.
A
suspended player is not allowed on the bench for any reason.
9.
A match
penalty will be assessed for any infraction that is a deliberate
attempt to injure. The result is five minutes on the clock and an
indefinite suspension pending a review by the league office.
10.
Teams
do not have to put any one in the penalty box to serve a major
penalty. The team will play with 4 skaters for the duration of the
penalty and a fifth skater will come off the bench after the major
expires.
11.
The
league office will review repeat offenders and assess additional
suspensions or expulsion if necessary.
12.
If a
player leaves the bench during an altercation that player will
receive a game misconduct.
13.
If a
player is the “third man in”during an altercation that player will
receive a game misconduct.
14.
If a
goaltender receives a game misconduct the officials can decide if he
is to be dismissed from the game. If the officials believe that the
goaltender is of no further threat he may remain in goal for the
good of the game. 5 minutes will go on the clock and the goaltender
will be suspended for the next game.
15.
A
total of 15 penalties in a game will result in running time.
Coincidental minors count as one penalty. Stop time will resume for
the last 2 minutes of the third period.
16.
If a
player receives three penalties in a game that player is ejected
from that game with no additional suspension. No player needs to
serve that minor penalty, but the team will play shorthanded.
17.
Double
minors and misconducts count as one penalty toward a player’s or
team’s penalty total.
18.
If a
player drops his/her gloves or removes his/her helmet in preparation
for an altercation, that player will receive at least a game
ejection even if there is no altercation.
19.
Any
penalty assessed during or after the post-game handshake will be a
game misconduct.
20.
Any
player who skates under the influence of drugs or alcohol will be
ejected immediately and face supplementary discipline, which may
include expulsion. For safety sake, players are urged to make
officials aware of these situations.
21.
Alcoholic beverages on the bench will result in a forfeit.
22.
There
is no two line offside pass.
23.
Red
line icing is in effect.
24.
Touch-up offside is in effect.
25.
Each
team is allowed a 30 second time-out.
26.
No
player is allowed on the ice or in the player bench area until the
zamboni doors are closed.
27.
Games
will consist of 3 periods of 15 minutes stop time.
28.
Games
will begin no earlier than 3 minutes after the zamboni doors have
closed. The game can commence at any point after those 3 minutes at
the discretion of the on-ice officials.
29.
The
clock will run if there is a 5 or greater goal differential at any
time after the end of the second period. Should the differential
close to within 2 goals, stop time will resume for the duration of
the game.
30.
The
clock will run if the officials have to get involved in physically
breaking-up an altercation and will continue to run until the
officials are ready to report the penalties to the scorekeeper.
31.
If a
game ends having a goal differential of greater than seven, those
goals will not be recorded for purposes of scoring leader
statistics. For example, if a game ends 11-3, the persons receiving
the goal and assist(s) for the 11th goal will not be
credited in the scoring race. This is a measure to ensure
gentlemanly play in disparate games.
32.
Rosters must be submitted to the league office in a spread sheet
format at a preseason captain’s meeting or must be emailed to
rgibbons@icehousenj.com 48 hours prior to your
team’s first game.
33.
Rosters are to include players’ number, full name, and date of
birth.
34.
Any
roster changes should be submitted to
rgibbons@icehousenj.com 48 hours prior to your
team’s next game.
35.
Only
20 players are allowed on a given roster unless permission to exceed
that number is requested in writing to the league office and
subsequently approved by the league.
36.
All
players on a given roster must be 18 years of age or older by the
first game of the season.
37.
A
player may not be on two rosters in the same division. If you play
in multiple divisions, you must play in divisions that are not more
than 3 divisions apart. For example, if you play in d-1 you can
play in d-3 but not in d-4. If that player were to play in 3
divisions those divisions would have to be 1 through 3.
38.
All
players in the league must supply a clear, legible, photocopy of a
government issued form of photo identification to the hockey office
in order to validate league eligibility prior to playing in a league
game. Players are not considered to be rostered if an i.d. is not on
file with the league.
39.
A
forfeit will be issued to a team who plays with an illegal player.
An illegal player is not of age, not rostered, playing in an
inappropriate division, suspended, etc.
40.
In
the event that a team is shorthanded, they may play the game with
players not rostered with their team, but who are members in good
standing in the Ice House league, with the understanding that it
will be recorded as a 1-0 forfeit. Suspended players are not an
option. Prior to the game, the use of non-rostered players must be
brought to the attention of the scorekeeper and on-ice officials who
will work the game. Suspensions accrued in this type of game will
be enforced, however, scoring statistics will not be recorded. If a
team does not make the officials aware that it is playing with
non-rostered players a forfeit will be issued and that team will be
excused from the ice.
41.
Only
non-rostered goaltenders can play without a forfeit resulting,
providing the hockey office was notified of the situation prior to
the game.
42.
As of
Sunday, November 13th, 2005 every team must have matching
jerseys that are numbered and free of conflicting numbers. If your
team does not meet our standards you will be issued a set of 20
matching, numbered jerseys at a charge of $250 to be paid before
your game that week. Failure to pay for your jerseys that evening
will result in a 1-0 forfeit to be officiated by the on and off-ice
officials. Your team will continue to forfeit games until you have
matching jerseys. The situation can be alleviated if you dismiss
the players who are in violation. No team may compete in the
playoffs without jerseys that are up to Ice House hockey office
standards.
43.
In
order to compete in the playoffs a player must play in 7 of a team’s
15 regular season games. Until the roster deadline of December 4th,
2005, a team representative must report to the first floor hockey
office across from rink three and write in the team’s roster prior
to each game. If there is already a sticker on the score sheet, you
have no further pre-game responsibility. Score sheets are not to
leave the office. If a team does not send a representative to the
office, the roster will have to be filled-out on the ice prior to
the game. This may result in running time in the third period.
44.
The
on and off-ice officials will be responsible for making sure that
the number of players on the bench match the number of players on
the score sheet. They will cross off the names of anyone on the
score sheet that is not playing in the game. Subsequently, records
will be kept in the hockey office and teams will be made aware who
is eligible for playoffs before they begin.
45.
A
team representative must sign and take a copy of the score sheet
after each game.
